7.1.0.74 Leaks for the 9900, WiFi HotSpot enabled

Rrrebo over at CrackBerry just let me know that 7.1.0.74 for the 9900 has leaked and it has WiFi HotSpot support!  This seems to be something long over due.  Aside from that there is no other change log.  Another weird thing, is that the last digits of the OS are not in a multiple of 3.  I can not remember seeing an OS that ended in 2 digits for a long time.
